Strategic Choices of the New Pattern of Regional Coordinated Development in the New Era [in Chinese]

Abstract: Since the founding of the People’s Republic of China, China’s regional coordinated development strategies have gone through the dialectical logic of “focusing on fairness-paying attention to efficiency-balancing fairness and efficiency-focusing on fairness, giving consideration to efficiency-achieving high-quality development under the guidance of fairness and efficiency”. For adapting the new requirements of the development in the new era and the changes in the economic and social development situation in the new stage, constructing the new pattern of regional coordinated development must follow the logic of regional economic theory, implement the transformation of the five development concepts of “innovation, coordination, green, open, and sharing” comprehensively and form a “stable, open, dynamic, and fair” international and domestic environment. To this end, it is necessary to continue to promote the “Belt and Road Initiative” and form a new pattern of comprehensive opening up of foreign and domestic linkage; foster the new model of circular and banded regional development and create a new pattern of coordinated development between eastern and western China; establish and improve the urban-rural integration development mechanism and promote the construction of a higher level of new urbanization; implement the strategy of rural revitalization and firmly holding the bottom line of people’s livelihood; focus on the construction of ecological civilization and “beautiful China” to achieve carbon peak and carbon neutrality; implement the innovation-driven development strategy and cultivate new momentum to shape new advantages of regional development.

  新中国成立以来，中国区域协调发展战略的演变贯穿了“注重公平—注重效率—公平与效率兼顾—以注重公平为重心、兼顾效率—公平与效率兼顾、实现高质量协调发展”的辩证逻辑主线。为适应新时代发展要求和新阶段经济社会发展形势变化，构建区域协调发展新格局必须遵循区域经济理论的内在逻辑，全面贯彻“创新、协调、绿色、开放、共享”五大发展理念，形成“稳健、开放、活力、公平”的国际国内大环境。为此，要继续推动共建“一带一路”，形成陆海内外联动全面开放新格局；积极推行环、带状区域发展新模式，打造东西双向互济区域协调发展新格局；建立健全城乡融合发展机制，推进建设更高水平的新型城镇化；实施乡村振兴战略，坚定不移兜住兜牢民生底线；聚焦生态文明，积极建设“美丽中国”，实现碳达峰碳中和；实施创新驱动发展战略，着力培育新动能，塑造区域发展新优势。
